He was born in Calera, Zacatecas. He studied up to high school in the city of Fresnillo, Zac. In 1993 he received the degree of Engineer in Electronics and Communications at the Autonomous University of Zacatecas. In 1995 he completed the degree of Master of Science (Optics) at the Center for Research in Optics (CIO). In 1995-1996 he held a pre-doctoral fellow in the laboratory of micro-devices of the Polaroid Corporation in the United States. In 1999 he received the degree of Doctor of Science (Optics) in the CIO, which integrates him as technical-academic that year. In the period 2000-2001 he held a postdoctoral fellowship at the University of Illinois at Urbana-Champaign, IL, USA. At the end of the stay, Dr. Mejia is repatriated and incorporated to work in the group of optical fibers at CIO as a researcher. Since then he has directed five projects supported by external institutions (CONACYT and CONCYTEG), he currently leads one. He has taught undergraduate and graduate level courses; he has also directed two doctoral dissertations, two master's degree and four bachelor's degrees. Member of the Academic Committee at CIO during 2002-2003.

- Current work is defined primarily as Research on Materials and Optical Fibers for Developing Devices, Novel Illuminating Sources and Lasers. Optical fiber based Lasers and Devices are mainly studied.
